LTC Guidelines During COVID-19 - A Message from Chief Perron

To All Residents of Hubbardston:

I apologize for the length of this post, but these are the new License to Carry (LTC) guidelines we will be following in an attempt to limit person to person interaction:

As the COVID-19 pandemic continues to evolve in Massachusetts on an almost daily basis causing businesses and municipalities to scrap plans as quickly as they are implemented, and in light of many municipal buildings now refusing to allow members of the public in those locations along with the RMV putting a 60 day extension on most drivers’ licenses, police agencies should consider the following guidance with respect to processing LTCs and FIDs:

• All applicants should be directed to mail in their new or renewal applications.

• Applicant's should be advised to include a check for the application fee along with the application, and that no processing will be initiated without the appropriate fee included.

• For new applicants, agencies should consider temporarily delaying the in-person portion of the licensing process including interviews, fingerprinting and photographs in order to comply with the Governor’s social distancing guidelines.
• For licensees who apply for a renewal prior to the expiration of their license (and who get a receipt acknowledging so), their license will remain valid until the agency approves or denies it. As a result, delaying the in-person portion of the licensing process will not prejudice these licensees.

• For licensees who apply for renewal after the expiration of their LTC, c.140, sec.131(i) states that for the purposes of c.269. sec.10 an LTC shall be deemed valid for a period not to exceed 90 days beyond the expiration date unless the LTC is revoked. Note this provision applies only to LTC and not FID Cards.

In Summary, at this time we will not be processing new applicants. Renewals can print, sign and mail, with a check for $100.00 (made out to Town of Hubbardston) to:
