Proposed Amendments to Large-Scale Solar Installation Zoning Bylaw

On Wednesday, March 29, 2023 at 6:30 p.m. at the Slade Building Conference Room, 7 Main Street, the Hubbardston Planning Board will hold a public hearing regarding the following proposed changes to the Hubbardston Zoning Bylaws, to be considered at Annual Town Meeting on Tuesday, June 6, 2023.

The Planning Board is proposing amendments to Article 20 of the Hubbardston Zoning Bylaw, Use of Large-Scale Solar Photovoltaic Installations.

Proposed changes include the following substantive amendments:

Addition of references to Battery Energy Storage Systems (BESS) as potential components of a solar photovoltaic installation.

Increase of minimum lot size to 5 acres

Additional required documents for site plan review

Modified requirements for setbacks, screening, fencing, and dark sky-compliant lighting

Prohibition on use of pesticides or herbicides.
