Hubbardston Personnel Policies
These Policies and Procedures are adopted pursuant to the Town of Hubbardston By-Laws, Chapter XXVIII, PERSONNEL, as amended. All Town departments and positions are subject to the provisions of the personnel system except officials elected by popular vote, employees under the direction and control of the School Committee, employees covered by a collective bargaining agreement, contract employees, and those who serve on voluntary boards and committees.
The Human Resources Advisory Board, a five-person board appointed by the Board of Selectmen, establishes and maintains the personnel system and develops policies related to it, which are submitted for adoption by the Selectboard. If there is no active Human Resources Advisory Board, the Town Administrator shall recommend policies and changes to the Board of Selectmen. In the case of a conflict between the provisions of these policies and the provisions of any collective bargaining agreement or contract, the provisions of the collective bargaining agreement or contract shall prevail for bargaining unit members or contract employees.
